- The applicant must be a specialist
- The applicant must have at least 4 years of experience in the field
- The applicant must be at least 26 years old
- The applicant must have good conduct and behavior
- The applicant must have the financial capacity to fund and sustain the center
- The license must not have been previously cancelled unless at least two years have passed since then
