Special conditions
- The applicant must be an orphan or deprived of parental or extended family care (up to the fourth degree) due to death, loss of guardians, parental separation, or the absence of one or both parents
- The applicant must be born outside the Sultanate of Oman to an Omani mother and an unknown father, following a final court judgement confirming the absence of paternity
- The applicant must be born in the Sultanate of Oman to an unknown father and a known Omani mother (after a decision from the Public Prosecution or a final judgement from the competent court)
- The applicant must be born in the Sultanate of Oman to unknown parents
- The applicant must be among the categories covered by the Governance Regulation of Family Care and Custody
