“Dhamani” marks key milestones in its pilot phase

On 20 April 2025, the Financial Services Authority officially launched the pilot phase of Dhamani, a national digital platform for health insurance. The initiative represents a key milestone in advancing the digital transformation priorities set forth by Oman Vision 2040, particularly in enhancing equitable access to healthcare services.

The Dhamani platform integrates all relevant stakeholders within the health insurance ecosystem, including insurance companies, healthcare providers, third-party administrators (TPAs), policyholders, and the respective regulatory and supervisory authorities. It is designed to digitise all related processes and transactions, streamline coordination between parties, and reduce reliance on manual procedures.

To date, the platform has supported over 650 policyholders and facilitated an average of 40,000 data transactions per day. It is currently integrated with 33 private hospitals licensed by the Ministry of Health in the Sultanate of Oman and has recorded more than 3 million transactions during the first quarter of 2025.

Dhamani offers a comprehensive, secure, and user-friendly digital environment for managing all health insurance-related transactions. It enables seamless integration with other systems, allows for the dynamic configuration of data fields, and adheres to strict standards for data protection and confidentiality.

The platform addresses several structural and operational challenges within the sector. Among the key benefits are: expediting claims settlement for private healthcare institutions, improving oversight through real-time data access, enabling faster medical approvals, and building a national repository of diagnostic and treatment data to support health policy and research initiatives. These features significantly enhance regulatory monitoring by the Financial Services Authority and the Ministry of Health.

Additionally, Dhamani contributes to reducing insurance card misuse, mitigating fraudulent claims, lowering administrative costs by eliminating paper-based transactions, and establishing a unified electronic medical record across all healthcare institutions. This record is expected to be linked to the national Shifa platform in a future development phase, further strengthening the country’s integrated digital health infrastructure.
