- The plot is affected by adjacent uses or heights that differ from the current use and height, while adhering to other regulations enforced by the relevant authorities regarding openings, ventilation, entrances, parking spaces, annexes, and others
- In case of approval for changing the land use, the ministry has the right to deduct the required area for public services and basic facilities from the total land area without compensation
