Special conditions
- Changing the use of only one plot of land due to the impact of the neighboring plots, as per Ministerial Decision No. 2013/53
- The plot must be within the urban area, provided it is not irrigated by aflaj or springs. The well must be filled, and any installations removed before receiving the new title deed, after coordinating with the Ministry of Agriculture, Fisheries, and Water Resources
- If the land use change is approved, the ministry has the right to deduct the necessary area for public services and basic utilities from the land area without compensation
