Required documents
- A copy of a valid commercial register.
- Submitting an Omanization program for Omanis.
- A copy of the civil ID of the authorized persons
- A quote for purchasing or building the vessel.
- A copy of the vessel lease contract.
- A copy of the vessel's maps approved by specialized international bodies.
- A copy of the valid maritime registration certificate and navigation license for the vessel.
- Photos of the used vessel showing the condition of the vessel and the internal and external facilities.
- Submitting a feasibility study for the project including aspects of fishing and the manufacturing and marketing plan.
- Submitting documents indicating the financial solvency to implement the project.

Special conditions
- The institution/company must be Omani and registered with the relevant authorities, and its activities must include fishing, processing, marketing, and exporting fish.
- The institution/company and its branches must be fully owned by Omanis. However, foreign partners may be allowed in accordance with the Foreign Capital Investment Law.
- The institution/company must comply with the laws and regulations of marine fishing, and the vessel to be registered must not have been convicted in the past three years of violating the fisheries law or engaging in Illegal, Unreported, and Unregulated (IUU) Fishing.
- The institution/company must comply with the Omanization percentages specified by the relevant authorities.
