The entrepreneurship card issued by the Small and Medium Development Authority is a document whose holder can obtain many facilities in various sectors from the relevant authorities. Its most important objectives are to support small and medium enterprises by providing a range of privileges by some government and private entities.

Special conditions
- The business must be registered with the SME Development Authority. The business’s headquarters must be located within the Sultanate. The business must not be a subsidiary or branch of a large company. The business must not have previously obtained an Entrepreneurship Card within the two years prior to the application date, and it must not have been transferred by any means. The owner of the business applying for the Entrepreneurship Card must not have obtained an Entrepreneurship Card for another business owned by them or a business in which they are a partner within the last two years. The business must be fully owned by Omani nationals who are dedicated to managing the business and registered with the Public Authority for Social Insurance, with the exception of retirees. If the business is a company, at least one person must be fully dedicated to obtaining the card. The dedicated owner(s) of the business must be registered with social insurance as the employer. Retirees or those over the age of 60 are exempt from this requirement. An Entrepreneurship Card may be issued to government employees who benefit from Decision No. 2/2016 regarding the regulations allowing government employees to take time off to establish and manage their own businesses, as issued by the Ministry of Labor, but only during the period of benefit from this decision.
