Special conditions
- Landscaping works outside the boundaries of the residential building plot are not allowed unless authorized by the municipality, and the works are limited to the sides facing the streets. Landscaping is also allowed outside the outer fence along the side facing the valley, according to the Ministry of Housing and Urban Planning’s plans, with a minimum distance of 3 meters from the valley side for pedestrians and services, as shown in Annex (1)
- Ground lighting is allowed on pathways and between trees, ensuring the safety of road users
- Excavation for landscaping works must be done manually, and the permit holder bears legal responsibility for any damage caused to utility lines as a result of the landscaping activities
- The permit holder is required to trim the trees, clean the site, prevent water leakage into the street or adjacent buildings, and maintain the overall appearance of the residential neighborhood
- The permit does not constitute a basis for acquiring ownership or any real right to the site where the landscaping works are carried out
- The municipality may request the permit holder to remove the plants in case of non-compliance with the regulations, the need to lay service lines by relevant authorities, or for any reason required by the public interest. If the removal is not carried out within the specified period, the municipality has the right to remove the plants at the permit holder's expense, with no right to claim compensation
- An administrative fine of OMR 100 will be imposed on any person who violates these regulations, along with an obligation to correct the violation or remove the existing landscaping and installations. If the violation is not rectified within the period specified by the municipality, a daily fine of OMR 10 will be applied, up to a maximum of OMR 200
- The municipality may request modifications to existing landscaping works carried out prior to the issuance of these regulations, granting the owner a two-month period to address any visual distortions and comply with the regulations, particularly those related to fencing and ensuring the safety of pedestrians and road users
- Landscaping works for a residential building within an integrated landscaping project are not allowed unless approved by the project management or the overseeing authority, such as in Al Sarouj neighborhood, Al Mouj project, or others
- The permit holder must carry out landscaping works outside the plot boundaries of the residential building along the street, ensuring a minimum passage of 1.5 meters to allow pedestrian flow, wheelchair access, and bicycle lanes, and maintaining a distance of at least 0.5 meters between the outer fence and the planting bed to prevent irrigation water impact. This requirement is waived for planting beds with waterproof insulation
- The permit holder must maintain a minimum distance of 3 meters between the outer fence of the residential building and the street boundary. If the available distance is 6 meters or more, the landscaping area must not exceed 4 meters, in accordance with the specified conditions. Landscaping is permitted if there is a minimum of 2 meters between the outer fence and the street, provided that condition number 3 from Clause Three is met. In this case, landscaping is limited to planting green areas and seasonal flowers
- Landscaping works are not allowed along the vehicle entrance path, in the front shared area between two adjacent plots at a right angle, alongside the residential building from the alley side, in areas designated for public use, on open sides not defined in the site plan, or along paths where public utility lines pass or near electrical substations
- Planting trees is not allowed along the side of a corner plot facing the intersection of two streets. Instead, green areas and seasonal flowers should be used to maintain clear sightlines for pedestrians, drivers, and cyclists
- Fencing landscaping works with solid materials is not allowed. Only side barriers with a maximum height of 20 cm are permitted. Individual trees may be fenced using green metal mesh up to 1.5 meters high or plant hedges up to 50 cm high, especially in areas with roaming animals
- Plants must be suitable for local environmental conditions such as high summer temperatures, low rainfall, poor soil fertility, and high salinity in some areas, with a focus on native tree species adapted to the surrounding environment
- Planting environmentally harmful trees or those with long roots that may affect the building or public utility lines is prohibited
