This service enables you to obtain a license to establish a community-based cultural center in any governorate of the Sultanate of Oman.

- Title deed of the land on which the library or center is established or will be established (if available)
- The proposed name of the library or center
- The draft internal regulations for organizing work in the library or center
- A list of the founders' names
- Passport or personal ID
- Founders' forms
- Original recent criminal record certificate
- The academic qualification
- The founding contract or the articles of association for the legal entity and the commercial register
