- The applicant must be Omani
- The assistance is provided to those in emergency and unavoidable circumstances
- The assistance is granted with the approval of the Undersecretary, up to a maximum of 300 Omani Rials, or with the approval of the Director-General of the Governorate, up to a maximum of 100 Omani Rials
