Special conditions
- The applicant must be Omani or a citizen of one of the Gulf Cooperation Council (GCC) countries
- The applicant must be at least 25 years old on the date of the licensing request and must have full legal capacity according to the laws of their country
- The applicant must not have been convicted of a disgraceful crime unless they have been rehabilitated
- The applicant must not have been previously dismissed from government or private sector service unless two years have passed since the dismissal decision
- The applicant must hold a university degree or its equivalent from a university or academic institution recognized by the competent authority
