This service enables you, as a citizen of the Dhofar Governorate, particularly divers, to contribute to the protection of the abalone resource and ensure its optimal utilization. It also aims to regulate seasonal fishing activities and minimize improper practices and violations during fishing operations.

Special conditions
- The applicant must have a valid marine fishing license
- The applicant must be a permanent resident of one of the following states: Sadah, Mirbat, Shalim, or the Hallaniyat Islands, or must have obtained a diving license in previous seasons for other states.
- The applicant must submit a diving license application at least one month before the season.
- The applicant must not have been convicted of any violation of the Marine Fishing Law within one year from the date of submitting the application.
- The applicant must be skilled in diving
