Special conditions
- The establishment must be registered with the Small and Medium Enterprises Development Authority.
- The establishment's headquarters must be located within the Sultanate of Oman.
- The establishment must not be a subsidiary or branch of a large enterprise.
- The establishment must not have previously obtained an Entrepreneurship Card within the past two years from the date of application and subsequently relinquished it by any means.
- The owner of the establishment must not have previously obtained an Entrepreneurship Card for another establishment they own or for an establishment in which they are a partner within the last two years.
- The establishment must be fully owned by Omani nationals who are fully dedicated to managing it and registered with the Public Authority for Social Insurance. Retirees and individuals aged 60 or above are exempt. If the establishment is registered as a company, at least one person must be fully dedicated to its management to obtain the card.
- The dedicated owner(s) must be registered with social insurance as business owners. Retirees and individuals over 60 years old are exempt from this requirement.
- Government employees benefiting from Ministerial Decision No. 2/2016, issued by the Ministry of Labor, allowing them to take leave to establish and manage their private enterprises, may be granted an Entrepreneurship Card only during the period of their benefit from the decision.
