Special conditions
- If you are a government employee benefiting from Full-Time Leave Decision No. 2/2026 to establish and manage a private enterprise, you can obtain an Entrepreneurship Card only during your approved full-time leave period.
- You must not have obtained an Entrepreneurship Card for another enterprise that you own or co-own within the year before submitting this application.
- The enterprise must not have transferred its Entrepreneurship Card to another party within the two years before submitting this application.
- If the enterprise is a company, at least one partner must manage it full-time.
- Full-time owners must be registered with the Social Protection Fund as employers, unless they are retired or over 60 years old.
- The enterprise must be fully owned by Omani nationals who manage it full-time.
- Your enterprise must not be part of a large enterprise or one of its branches.
- Your enterprise must be registered with the Small and Medium Enterprises Development Authority, and its head office must be in Oman.
