- The academic qualification requirements and work experience for the specialist to be replaced by another previously licensed specialist are met
- No previous remarks on the center
- The center should be under the supervision of the Ministry of Social Development
- No previous remarks on the specialist to be appointed as a replacement for the other specialist on the center's list
