This service enables the private sector to transfer a license for a library, a library branch, a printing house, or a branch of a printing house from one commercial register to another through procedures associated with several government entities to obtain the ministry's approval.

Special conditions
- The license must be transferred to an owner who is of Omani nationality for the library.
- The commercial register to which the license is transferred must have an Omani activity license.
- A license cannot be transferred to a register owned by a foreigner without an Omani partner.
