Special conditions
- Changing the land use of a single plot is not permitted unless it is impacted by the uses of adjacent plots, in accordance with ministerial decision no. 53/2013
- The agricultural land must have a valid title deed, applicable for both residential unit construction and land use change requests
- The minimum area of the agricultural land must be at least three acres (12,600 m²) in case of a residential unit construction request
- The land must not be irrigated by aflaj (traditional water channels) or natural springs if a land use change request is submitted
- Access roads, entrances, and essential services must be available for the house, applicable for both residential unit construction and land use change requests
- In case of land use change approval, the Ministry reserves the right to deduct the required area for public services and essential facilities from the total land area without compensation
