Development Budget Preparation System

In its efforts to achieve digital transformation pursuant to the Oman Vision 2040 plans, the Ministry of Economy shares its roles on the Ministry's official website, showcasing the most important implemented programs, e-services and open data to the public, as well as a platform that monitors the competitiveness index of Oman's governorates.

One of the most significant e-services provided by the Ministry of Economy is the Development Budget Preparation, which is a system for recording financial statements and lists according to the records of the ministry or agency, according to the month in which the system was launched each year, and depending on the data of the Ministry of Finance for such period. The agencies and ministries review and complete the data on an ongoing basis.

Ministries and agencies are required to submit other disclosures that are not included in the system but are mentioned in the 2024 Budget Preparation Circular, namely: A statement of the status of the strategic programs included in the (Strategic Programs Folder) of the Tenth Five-Year Plan, a list of ongoing projects from previous five-year plans that have been implemented, the final accounts of which have been closed or are nearly completed, and statements that the entities deem important to submit to the Ministry of Economy to support the proposed budget.

Development Budget Preparation is used by the employee in charge of recording and reviewing data in the agency or ministry or his representative, who is in charge of sending the lists to the Ministry of Economy, the economic supervisor, and the development projects officer in various ministries and agencies.

Through this system, the Ministry of Economy provides accurate indicators of the performance of ministries and agencies in the Sultanate of Oman on the implementation of development projects. It also contributes to enhancing transparency, control and integrity, ensuring that Oman is on the right track when it comes to implementing its development projects and setting appropriate strategic plans, based on the observed indicators.
