This service allows the private sector to obtain a license for a press institution that publishes a newspaper, magazine, or bulletin, whether in print or electronic format, in coordination with multiple government entities to obtain the ministry's approval.

- .The applicant must be at least 21 years old
- According to Article (39) of the Publications and Publishing Law, the capital of press institutions must be fully owned by Omani citizens. It is not permitted to sell, transfer, or otherwise dispose of such ownership to non-Omanis, and any transactions must have prior approval from the Ministry of Information.
- For newspapers, magazines, or paper leaflets, a bank certificate must be attached per Article (38) of the Publications and Publishing Law, as outlined in Chapter Five, which addresses regulations related to classification.
