- The license must be valid
- If the buyer is an individual, the license plate must be commercial
- If the buyer is an institution, the vehicle must be registered in the institution's name and be valid
- If the buyer is an institution, the driver's medical examination must be valid
- If the buyer is an institution, the license plate must be commercial
- If the buyer is an institution, the business activity in the commercial register must be related to the transportation and marketing of fish and its symbols (472104, 031101, 102003, 462005)
- If the buyer is an individual, the vehicle ownership must be valid and registered in the individual’s name
- If the buyer is an individual, the medical examination for the driver or vehicle owner must be valid
