Special conditions
- The medical report issued by governmental health institutions for citizens and private institutions for residents must confirm difficulty in walking to get the medical permit.
- Must have a physical disability such as cerebral palsy, full paralysis of all four limbs, paralysis on one side of the body (either side), polio, or a severe intellectual disability. This also includes severe autism spectrum disorder, severe Down syndrome, or blindness for the family permit.
- Must have a physical disability affecting the lower half of the body, paralysis of the lower limbs, paralysis on one side of the body (either side), or polio for the personal permit.
